Why are citizens of Georgia the only people who can travel to Turkmenistan without a visa?

Why are citizens of Georgia the only people who can travel to Turkmenistan without a visa?
Currently citizens of Georgia are the only people who can travel to Turkmenistan without a visa. They are allowed to stay for up to 90 days as a tourist with no visas and no guides required. My question is why is this the case? It seems so random? Does anyone know why only citizens of Georgia get this treatment? Is Georgia one of the closest allies of Turkmenistan perhaps? I just thought someone on this forum may know why. I have always wondered this for a long time.
