Transferring some older reports from the visa page:
May 2017: It's now pretty easy to get afghan visas from Washington DC - they do not require a letter of invitation at the moment.
April 2012: "the Afghan consulate is currently not authorized by the Karzai adminstration to offer tourist visits due to the war. I have learned, however, that that does not mean that tourists visas are absolutely not given. Under certain exceptional circumstances, tourists visas have been given to a handful of US citizens making the trip to Afghanistan. However, the majority of visas authorized are done so exclusively in the context of work. "
