In november 2019 a consulate for Turkmenistan opened in Dubai, so travelers do not need to go to the embassy in AD anymore. You can apply here for a visa. Unfortunately we applied just 1 week before Corona erupted in Iran, so ours got rejected.
Nevertheless, the Consul is friendly and helpful. I came prepared with a form I completed online (http://migration.gov.tm/en/citizen/regi ... l-of-visa/ ) but since I had not submitted the QR code they asked me to complete a new form with submitted QR code. The Consul printed this for me so I could complete it. We went over the details together. I needed the following documents:

- Pasport size photo
- Copy passport and Emirates residence visa (as we are residents in UAE)
- Marriage certificate because my husband was not present himself to apply
- Car registration copy, front and back
- copy of Iran visa (country from which we would enter)
- print screen from Uzbekistan embassy website confirming we do not need visa for Uzbekistan (Dutch national)
- A handwritten letter asking to consider our application. Details mentioned: names, nationality, passport number, date and place of entry, date and place of exit. And in our case car registration number.
I also needed to pay 20 USD for 2 applications, no receipt given :-) So bring dollars or go to the nearby exchange on Al Wasl Road, opposite of Safa Park.

The Consul said it would take 10 days. Unfortunately just then Corona erupted in Ian and all visa’s for tourists are suspended.
