I am Australian and therefore have no Uzbek embassy in my country. It seems that many Australians used to send their passports to the London embassy for visas, but Royal Mail no longer sell prepaid international envelopes, and arranging a courier return label (UPS, Fedex etc) is problematic if you are not a business. Will I have any trouble sending my passport to the Washington embassy or New York consulate with a USPS express mail envelope for the return of my passport?
How about for a Tajikistan visa from the Washington embassy?
(There are a handful of visa services in Australia offering to do it for you, but they charge around $400 for their fee on top of the consulate fees. Not worth it.)

If you are flying, here is another idea. Fly into Kazakhstan or Kyrgyzstan with an Uzbek LOI, get a visa at the Uzbek embassy there next day. More info:

Also, as an Australian I believe you can get a VOA in the airport in Dushanbe.

I have an Australian passport and recently (June 2013) travelled to Uzbekistan. After receiving my LOI I actually flew to Kuala Lumpur, Malaysia to apply for the Uzbek visa at the embassy there (as well as applying for visas for other Central Asian countries).
The process was easy and with your LOI in hand you can get the visa on the same day.
It is possible to fly direct to Uzbekistan from Kuala Lumpur.
There are also Uzbek embassies in other southeast Asian countries (e.g. in Bangkok, Thailand) if you prefer to apply elsewhere close to Australia.
As for the Tajik visa, I got mine in Bishkek, Kyrgyzstan in less than 30 minutes at the embassy there.But it is possible to get it at Dushanbe airport, so they say.
The process was easy and with your LOI in hand you can get the visa on the same day.
