Tajik Consulate in Almaty - Open?

Does anyone know if the Tajik Consulate in Almaty is open and issuing visas at the moment?

My eVisa application has been stuck in the system for 5 weeks now, but I find myself in Almaty so wondering if I can apply at the consulate here instead.

Give it a go. If their bribe is higher than 50$ you are better of through caravanistan. You get your visa the next day.
