Hello dear privileged travellers!
I'm in Tbilisi and right now it's impossible to apply for a visa without residence permit. I sent emails and went by myself to the embassy, they want the residence permit.
If really you're ready to do anything to get the visa in Tbilisi, you can always try to open a dummy company, then apply for the residence permit, and finally for the chinese visa. Opening a c ompany by yourself is cheap, but if you want to avoid the bureaucracy agencies are ready to do it for you...for at least 500$ :|

Chinese visas in Tbilissi are only for people with a Georgian residence permit.

I got China visa in Tbilisi in July 2023. I am an Indian national & riding my motorcycle from London to India. I decided to sort out my visas on the way & was able to get both Russia & China visa in Tbilisi. Hello @pocha and thank you for sharing this precious information. Do you think that you were "lucky" and ended up getting the visa whereas most people seem to say that the embassy won't let you unless you're a Georgian resident, or have you heard that the rules had changed ?
I'm planning on trying to get the Chinese visa from Turkey or Georgia too, and Im trying to gather updated information beforehand.

Again thank you for sharing the information , your trip looks incredible.

Report from Oct 23 : I received my approved chinese touristic visa from Tbilisi.

I am a french traveler, and I got a double entry visa, for stays of 10 days each - short, I know. I was very sceptical my application would be approved at all for two reasons.

The first reason is that I stayed for more than 2 weeks - namely 5, in Turkey. I had read that they don't seem to appreciate this, and two visa agencies from Hong Kong told me that would not be approved. My turkish exit stamp was somewhat hard to read and in a weird place, maybe that helped.

The second reason is that I had to "lie" and say I had never visited China before even though I did 15 years ago. If you say you have been there you have to provide details about this stay, most importantly the visa number. I have had two passports since, and did not photocopy this visa, so I could not provide these details.

I applied on a Friday and got the visa on the monday afternoon with the express treatment, for around 151 GEL or about 50 EUR right now.

There is no appointment system in Tbilisi so you have to show up early and queue. It is an annoying process, as people don't stand in a clear line, and people will pass in front of you to join other people already waiting, or start waiting on the other side of the door. For visa applications, it opens at 9am on Mondays, Tuesdays Wednesdays and Fridays. I got there around 7.30 AM and there were already about 20 people waiting. A guy - not an official employee, was keeping a list in a notepad, everyone said I should get my name written in it so I did - I was number 44 in that list. As the hour closed by many people had joined, most of them in front of me or on the sides. The guy started gathering passports of everyone, me and two georgians refused. The official guard finally showed up about 10 minutes before opening, hardly managed to get everyone to finally line up properly. To my surprise a woman (again not an official employee) had the notepad list and checked that everyone was in the right order, and people obeyed. So I got around number 44 in the queue. Before letting people in the staff came out, counted the people there. Those after number 40 or so were told to come back to apply at 2pm, and we had our passports taken by an official staff - I asked to see a badge and the employee was very nice about it. So I came back at two, and waited on the side of the door, not in the somewhat formal line because that one is for passport retrieval. It's a weird process but they were letting people in in parallel for visa applications and retrievals. I was stressed but they did let me in, and I think that the order was respected.

For the retrieval I showed up at around 1.30pm, and counted 14 people in front of me. A few had passed in front of me by 2pm, and there was this second group waiting around the door for late visa applications - or skipping the line, can't be sure. It was not too bad and I was out of there by 2.45 I think. The line was quite long by 2pm, so do get there early.

Note that you will need to have the exact change in GEL. I did not, so I had to ask people for change. In the end, the guy behind me, whom I was sure was trying to pass in front because he was standing 1cm shoulder to shoulder with me the whole time, helped me with an extra GEL I was missing and would not accept me to repay him after - so he was nice in the end. I guess I have not been here long enough to understand the Georgian attitude :) I have been very surprised at how little people smile, but it does not seem to indicate rudeness or being annoyed, be warned !

The employees are efficient and speak English - except the guard, and one even speaks fluent French.

Report: I applied for visa with Danish passport friday June 7th and got my visa the following wednesday (monday was closed due to dragon boat festival) for 71 gel, about 25$.

In details:
I showed up at the embassy around 8 am, no queue. Upon opening we were 3 people in line.

I brought copy of passport, printed photo portrait and printed application. They didn’t want the photo, however, they asked for printed hotel booking and flight tickets.
Now, my intend is to go to Xingjiang overland from either Kyrgyzstan or Kazakhstan but i probably wouldn’t get the visa if i mentioned that in the application. Therefore i had made some free cancellation bookings for accommodation but no flights, just noted the flight no. of some HK-Beijing flights in the application. I told them i hadn’t booked the flights nor printed the hotel reservations, they let me go outside and fix the flight tickets and send it all to their Email.

I know there was a mismatch between the one of the flights and what i had put in the application. Also i have some (possibly) questionable stamps in my passport (Russia, Turkey, Iraq) so i was unsure if i’d get the Visa.
They took my application though, told me to bring 71 gel exactly in cash and be there 13:30 wednesday.

Wednesday i picked up my visa.

Report: It seems to be possible to get a tourist visa (L) for 30 days, single entry and a validity of 3 month as a tourist in Tbilisi at the moment. Eventhough I didnt hand in my application in the end, becauce 30 days would not have been enough for my itinerary, the officer was satisfied with the documents I handed in. I applied in Yeveran in the end and was able to get a 90 day, single entry for 6 month.

I brought the following documents for my application:
- Filled and signed COVA
- Detailed itinerary for the duration of my trip (excel print out, day by day)
- booked flights in and out china
- hotel bookings for the duration of my trip
- colored copy of the first two pages of my passport (German)
- two photos
- copy of my travel insurance (not needed as commented by the officer)

We applied for the Chinese tourist visa in Tbilisi and it was pretty uncomplicated!
We arrived there at 7am and were first in line. Other people started showing up around 7:45am. At 9am they opened but people for visa pickup and people with babies got to go first. We brought:
- the visa application Formular
- passport and colored copy of it
- flight booking
- hotel booking
- travel insurance is not needed
Even if you are two people applying with the same booking everyone has to bring their own copy.

For an express visa (two days) we payed 111 Lari. Bring the exact amount of money or you will have to get change.
