For what it's worth, I was having the same problem as you in terms of processing the final payment. All morning long getting that annoying error message that wouldn't take me to the final page.
Finally, after I tried again after a few hours, I got to the payment form (the last step) and was rejected with the visa card I was using. Tried multiple times. Switched to another card/account I have, and it was approved on the first try.
Not sure what that says about the process, but I thought it was worth mentioning to you both that you might need to try more than one account to get over the last hurdle.
Here's hoping it comes through in the end. I will update when I hear back.
FYI, I received an immediate auto-reply that looks like this:
The payment for Uzbekistanï¿½s e-visa had been successfully proceeded.
Within 3 working days you will receive an email with results of the approval of the application.
