GBAO permit for those that don't require Tajik visa

Hi, I'm a Russian passport holder living in Indonesia. I do not need a visa for Tajikistan and I'm planning to do the Pamir highway trip from Osh, not going all the way to Dushambe. I will go to Osh from Tashkent. Where can I get the GBAO permit then? Do I still have to get a visa to get the permit even though I don't need it?

Even if you don't need a visa you can still apply for one online

Hello ! I entered Tajikistan yesterday by land border and asked for GBAO permit at Khodjent OVIR (nice English speaking guy there, but his superior speaks only tajik and russian). I have been asked to sign a form in russian, and to pay 180TJS directly, and to come back the next morning at 11am to pick up passport and GBAO. I will update here if I get it.

O! Khujand is cool! My experience: August 02, 2022. OVIR Dushanbe. 60 somoni (10 - application, 50 - for obtaining a permit). 40 minutes, the document has been received and I am free, driving along the Pamir Highway in my car. Something like this...

yes, I also found it easier to proceed to registration in Khudjand than in Dushanbe, and I'm not surprised it's also the case for GBAO permit. Last time I was there, I did my registration in Khudjand, and I joined my friend in Dushanbe one week later. We had french or swiss passport, and the same type of visa (bizness 90 days double entry). My registration took me about 10 minutes one morning, and my passport was ready the afternoon of the same day. In Dushanbe, OVIR required that the guesthouse owner showed up, and my friend got it the next day.
