I'm wondering if this e-visa would be valid at land borders as well. I'm setting off on my cycling trip in a month and a half and won't need the visa for 4-5 months. Since there's still a lot of uncertainties with the e-visa, I'd definitely feel a bit more comfortable if I had a visa in hand before leaving for my trip.
With all visa issues best to assume the worst. It may happen in a week, a month, a year or never. Often with these things there are different forces with different interests involved ... some will be unhappy with the new rule and try to restrict this to organized tour groups, airport entry only, who knows when and what kind of compromise is reached.
If you can get it with relatively little hassle now, do it now - it'll be a hell of a lot harder to do on the road, meaning you'd probably just have to skip Pakistan in the end.
