GBAO visas suspended

Asia-Plus has reported that these visas have been suspended due to terrorist activity across the border in Afghanistan.
Anyone in Bishkek or Dushanbe confirm this please?
I will be in Bishkek next week and hope to bike to the Pamir Highway during June/ July.
