Do you have any idea what is the official rule regarding stay outside KZ when holding Kazakh PR? How many months/Years can I stay outside and return to Kazakhstan without any hassle by passport control?

It's a good question, I don't know. For Saule, she had been gone for more than a year, without visas to prove where she had been. So that was suspicious for them. They said to deregister to avoid trouble next time. As a Kazakh national, she of course can always still visit for as long as she wants.

Old Topic, but just for future reference, the following is what I understand to be the case:

As of today, OP:s daughter would Need a visa for stays longer than 15 days, unless planning on doing visa runs: however, having a Kazakh parent, she has the Advantage that a private visa (in case you have relatives in Kazakhstan) can be issued any number of times, and not just twice a year as per usual
