In April, I received a tourist visa from the embassy in Baku.

Requirements:
- 2 passport photographs
- filled out form (filled it out on the spot, no details about accommodation needed, they told me to just write the city names)
- written declaration that I travel to Afghanistan on my own risk
- 80 USD to be paid in a nearby bank (EU passport) . The bank charges 1 USD commission, so 81 USD needed.

Had a double entry visa for Iran, this may have helped as the consul made a copy of it.

Visa ready the next day.

Hello,

I was just denied a tourist visa in Baku. The embassy told me I needed to be a permanent resident of Baku to be considered for a tourist visa and told me to try my luck in Uzbekistan or Tajikistan.
