contacting ferry people in Baku/Alat

Maybe a dumb question from someone who is NOT tech savvy.
Nearly all the posts talk about leaving you phone number with shipping company/port officials to be contacted when the ferry is in port and ready to board.
I have a phone with a Mexican chip in it and a Mexican number ( I may also buy a cheap throw away U.S. phone )
In either event , how can Azerbaujani people call me when I have a Mexican or U.S. number ? ..... or do they mean they will send a text message ... or maybe use What'sApp or Skype.
I tried buying a simm card once in England and it turned into a disaster and I lost my money. My phone is " unlocked " so I could buy an Azerbaijan simm card if absolutely necessary.
Sorry for being so tech. dumb but us older people are not up on all the latest stuff.

If your phone is unlocked it should be as simple as buying a local SIM and inserting it. Locals aren't going to pay steep charges to call/text a Mexican number.

I can add. It depends on whether they use whatsapp and have a good mood or not. Dont expect that anyone will call your Mexican sim card.
