Just how hard is it to get fuel in UB? What distance should one allow worst case between fills?

Petrol is no problem, diesel is an issue at times. Outside Tashkent-Samarkand-Bukhara bring enough diesel to get around, around cotton season, sometimes in winter it is hard to find.
