Yes, and it will get worse from there on. From Beyneu onwards it is really bad, and some parts in the first hundreds of kilometers in Uzbekistan as well. Look out for sudden bad patches in a good road.
This was status last year, I know they were constructing some new roads so hopefully you will be able to skip some bad parts now.

If it gets really rought, put a little less air in the tyres.
Fill up in Beyneu, but after a while (maybe 100km), there is one little stop/village which should have some diesel as well, before you go into Uzbekistan.

Looking forward to hear about your next part. Because from Beyneu, where you have to cross the railroad to get onto the road to Uzbekistan was the worst.
As soon as you cross the railroad it was horrible tarmac.

I can confirm that the road from Beyneu to around Kungrad is horrible at places.
Generally good from Nukus to Bukhara via Khiva.
We travelled almost 500km from Kazakhstan to Nukus without finding any good petrol. Not that we searched but I do not thing there were any 91 octane before Nukus. So beware, you may get a surprise if you are not prepared. I had used the iOverlander app and was prepared for the worse and managed by a margin of 6 liters with consumption of 1.8 liter/10 km (V8 engine).
