KZ border control: danger on Kegen - Khorgos road

Is the road, border or area open and accessible to foreigners? Is there danger?

KZ border control: danger on Kegen - Khorgos road

A new law was created in April 2015 saying that foreigners going within 250 km (some say 25, but that does not make sense) of a border area need a border permit. The law has been heavily protested by the tourism industry and after having given out some initial fines to foreigners visiting Big Almaty Lake and Charyn Canyon, the border police have said they are no longer giving out fines for this rule, and they are actively working on revoking it.

So it's ok to go to Charyn Canyon, Big Almaty Lake etc. There is however 1 road where the police will stop anyone cycling or driving with foreign license plates. It is on the road from Kegen to Khorgos, in the area between Chundzha and Koktal.

The police there are a nasty bunch, so we recommend everyone to avoid this road if you are self-driving, hitchhiking or cycling. It seems to be ok if you are on public transport since no one can check - http://caravanistan.com/forum/viewtopic.php?f=7&t=1102. The other Almaty - Khorgos road is also fine.

The Kazakh MFA has sent out an announcement that the law will be retracted on August 15th. Fireworks will mark the occasion.

I will be cycling in a few days through the road you mentioned. Is it then safe to go there now? Thanks!

Hello

We are a group of 4 person going to katon karagay village and ridder within 2 weeks. We ahve just read that we maybe need a border permit.
We can read that the law concerning border permit has been revoked or has been adapted to certain area.
Do somebody know what is exactly the situation?
Do we need a border permit for going to katon karagay village?
If yes what is the best procedure to not pay that much (we have heard about 200 euro per person which is huge)

Hi Simon,

AFAIK, you don't.

You will need a permit to go south from Katon Karagai into the Markakol Nature Reserve, and to go east from Uryl, at the end of the Bukhtarma valley east of Katon Karagai. This means that the West Altai Nature Reserve that stretches out to the Russian border from Ridder, is up for free-range exploring.
