Post-Karimov thaw in Uzbek-Tajik relations: flights may commence in early 2017

Apparently the post-Karimov administration has adopted a more measured approach towards Tajikistan, including a proposal to reintroduce flights between the countries in early 2017, for basically the first time since independence.

Presumably this thaw in relations could extend to other changes, such as possibly the reopening of the border between Samarkand and Penjikent (though this is simply me speculating).

After a work trip to Tajikistan in which I could get in touch with some people from the Tajik administration, I can say that they expect an improvement in their relationship.

On the other side, as they told me, the main problems between them (Roghun dam, Ferghana, Tajik minorities (or even majorities) in some areas of Uzbekistan, etc) were not related to who was President. So improvement would be limited for the moment.

Anyway, there seems to be an effort: Uzbek Minister of Foreign Affairs traveled to Tajikistan, the new flight will be open and maybe things will get better in the border (also supposition but from a good source).
