The article basically says that an official's remarks had been taken out of context and that ordinary travellers have nothing to worry about. Of course, whether that is the message that gets to the border guards is a different question.

I think it's clear from all articles posted here that extremism and terrorism are the real targets of this law, and I would expect that obvious tourists would be unaffected. Of course, this could be something that border guards looking for a bribe try to make an issue out of...

I got to Dushanbe by plane a week ago. Nobody was intressted in searching my bag for books. They just scanned it. Same procedure for all passengers.
All the other travellers i met in town had the same experineces about books. It doesn't matter whitch boarder they took.
So i guess the as mentiomed above the only target of this rule is islamism.
