Kazakhstan border area permit

Is the road, border or area open and accessible to foreigners? Is there danger?

Kazakhstan border area permit

So, I read about the Kazakhstan border area permits in visa section and got the impression that those are needed for certain mountain areas and nature reserves. But, while cycling from Almaty to Khorgas border point, in city Chundzha (Шонжи) we got stopped by some military guy in a civil car, who took us to some official building and wrote us protocols for being in the border area without permits.
It sounds kind of fishy that you would need this permit on one of the main roads from KAZ to China...

So we thought they would just ask for a bribe but they wrote us official tickets for 4955KZT each which we should pay in a bank in one months time.

Has anyone experienced something similar?
We will be exiting KAZ in two days, so we are nit paying. I wonder, if they will know about this at the border.

Hello,

about the border permit, do you know whether such a permit is needed to cross to Kyrgyzstan via border crossing in Karkara valley?
BTW, any news that this border crossing is open this summer?
