Found this in an old note of mine while doing a cleanup, not sure what the date is, just another data point a traveler has e-mailed me in the past:

Fsb border permit managed through Altair-Tur in Novosibirsk. (English understood)
Approx 3 weeks - Was 100usd for permit and Loi.
