Unfortunately, there was absolutely no way I could apply here without Kyrgyz residency for either the tourist or transit visa.

Pakistan embassy in Tehran seems to be the closest allowing non-residents to apply for the visa.

So, it seems that it is possible for travelers to obtain a tourist visa in Bishkek if your country does not have a Pakistani embassy. A Chilean traveler I met managed to get a 90 day tourist visa here in just a few days without a problem, but a Czech traveler I hosted was unable to apply here and was referred to his home embassy.
