We (2 Swiss, no visa required) arrived yesterday in Uzbekistan. As we are self driving our camping car, we are not going to hotels.
Today (3 May 2019) we went to the OVIR office in Nukus (42.464244 59.61714), to clarify the question of registration and to register if necessary.
A very friendly and helpful officer explained us we do NOT need to register as long as we do not stay more than three days at the same place (village, town, etc.). If one were to stay for more than three days at the same place, one would have to register.
He recommended us to keep receipts, tickets etc. with the date on it so once leaving Uzbekistan we can prove we did not stay more than three days in any one place.
Therefore, for us its clear: as we are likely not to stay for more than three days in any one place, we do not register and we do not bother with emehmon.
Enjoy Uzbekistan - we already do after just 24 hrs!

Did you drive your car from Switzerland to Uzbekistan, or did you rent a car locally?

Hi Elki! Please let us know what happened at the border when you leave Uzbekistan.
Hope that the information from the officer is true and border guards won't let you submit registration slips.
Wish you luck! ;)

Wow. Are you documenting this trip anywhere (blog, instagram, twitter, etc)?

Update of my post of Fri May 03, 2019:
We left UZB yesterday at Dostuk to KGZ with our camping car. Based on the information we received from the OVIR officer in Nukus, which we later got confirmed from the Tourist Police in Chiva and a phone call to the govt helpline, we never registered anywhere and we did not stay in a hotel at all. we had 18 days in UZB, the longest stay in a single place was 3 nights in Samarkand.

At passport control in Dostuk, we queued at two different desks. Both officers asked us why we dont have registration slips from hotels. As we told them that we are travelling in a camping car and that we always slept in our camping car, they called a mid-ranking supervisor, who very briefly asked us about the route we took … and that was it … passport stamped and off we went.

I noticed in a different forum that Steven advocated for following the registration rules and pay the appropriate fee. In principle I fully agree with this and would certainly have paid it … but then it should be straight and simple … the Emehmon system is simply to complicated and doesnt work for foreign tourists.

For the records: UZB was just great!

I've just spent 36 hours in Uzbekistan, practically just transit and didn't have a registration slip for my one night in the country. The border guard at TAS didn't ask for it and stamped me straight out.

We crossed today through Penjikent and were asked for the registration slips but there was no problem when we said we didn't have any as we sleep in our motorhome! :)

Leaving Uzbekistan to Penjikent, the officials were friendly but went through the registration slips thoroughly.
