Crossing the border at El'ton/Zhanybek (Russia to Kazakhstan)?

Hello, does anyone know if it is possible to cross the Russian-Kazakh border at El'ton/Zhanybek? There seems to be a road: https://www.google.nl/maps/dir/El'ton,+ ... 944959!3e0

That border crossing is open only for citizens of Kazakhstan or Russia.
So if you're a foreigner you're not allowed to cross the border there.
