VOA dushanbe

Hello. Has anyone got a VOA at Dushanbe recently. Caravanistan say that we can now, once again get a VOA but I spoke to the embassy In London and they say you can only do this if there is no embassy in your country. So my friend, who has a Slovakian passport can get a VOA but I cant. Can anyone confirm this? It would certainly be much easier if I could get one on arrival >thanks guys
