We gave up our veg diet to visit Kazakhstan but: in cities it's pretty easy not to eat meat, in Astana, Almaty, Karaganda we found India restaurants with vegetarian or even vegan option. For vegetarians there are also Italian restaurants with pizza/pasta with no meat ("four cheeses" or "greek pizza").

In villages (Saty, Shabanbai Bi in Kyzylarai) we were staying in homestays and decided to eat what locals were eating, so also meat. I strongly believe in tourism which do not force changes in lives and environment of people in remote areas and communities (and in the steppe area they have to buy vegetebles from far away; they can't grow it there). Fortunately in that village meals there is not that much of meat in the end: you get a pile of potatoes, noodles, rice with pieces of meat.

Generally our impression is that Kazakhstan can be managable for vegetarians (I guess you can ask to eat only potatoes with no meat or they can add carrots, but don't expect much more in the middle of the steppe), for vegans it can't be: we didn't get a single breakfast with no milk, egg or butter. All fastfood, like samsa or dumplings, is also with cheese (if not meat). Only tea is vegan if you ask for tea with no milk :)
