It is not spelled out as such in the announcements, but that sounds a bit crazy to me, to have to get a LOI but not a visa, since the LOI is a document to take to the embassy to receive your visa.
Since you don't need to go to the embassy to receive a visa, I don't see the point of getting a LOI.

Interesting restriction to over 55's for some countries. The only other time I've seen that was when Saudi Arabia only allowed single females in if they were over 40. In some ways it makes some sense- fast growing niche of travellers who stay some time and spend some money compared to some others.
