While the link you provided says you cannot change Som back into USD.
I am sure that when I was exchanging USD for Som, in a Bank, during our visit in September 2017 they will now take Som back for USD at 8150 Som /1US$

You would need to go to a Bank and enquire.
I seem to remember a figure of 8150 Som required to get 1 US$ being displayed in the exchange office window of one of the banks I used to get the Som for US$.
Outside of Uzbekistan I don't think you will find anyone who will take them off you!

The USD Exchange Rate at the Banks for the last 12 days has been 8000Som for $1 USD.
