An update on this - after about 24 hours the forever spinning Uzbek logo disappeared and I could see my order. I clicked electronic registration and was able to download pdf tickets. Thanks a lot for the replies. In the end I booked a flight from Moscow to Shanghai with Aeroflot. No problems at all with the visa and Aeroflot refunded within a couple of days after cancelling so all good.
