It seems, that at the moment all districts on the other side of the Panj are in hands of Taliban, that means south of Khorog and north of Khorog. There is a planning website you could try to get an estimation. I find the idea cool to combine route planner with climate information. But climate is not weather, there might be unexpected heat at some time. In 2013 we had 30 degrees on Pamir plateau (Murghab).

What is the problem about hiking in and out, if you get in, you get out. Crampons are certainly a good idea. We've only experience of walking to Merzbacher Hut and Lake, even horses do this way. But that was in 2004, helicopter was not so reliable that time and we therefore did not use it, as it was...

I don't know, but I think the borders between Tajikistan and Kyrgyzstan should still be closed for tourists,due to corona.

As for the Kyrgyz camps of Little Pamir, you cannot reach them by car, unless the Chinese will have built a road (which is their intention). So it is usually 2-3 days of trekking from Sarhad to the Little Pamir. You could easily drive to those camps from Tajikistan (which is nearer than Sarhad), but...

It seems difficult to estimate, when travel will be again possible without heavy restrictions. If you have a lot of time, you might be doing the 2 weeks quarantine in certain (safe) countries (e.g. China) and then be fine until there might be a new wave of infections in that country. In 2013 we saw a Norwegian ambulance on the Pamir highway, entering from Kyrgyzstan, but they had to turn around, because the ambulance was too heavy and they did not make it over Akbaital (reduced power with the height), some days later they doubled us, apperently they made it somehow over Akbaital.
