Traveling from Tibet to Nepal on a budget

Not to sound overly cheap but the Tibet permit prices are ridiculously high. A friend and I are in China in December 2019 and want to make our way down to Nepal and ultimately India. But with all the tour prices we aren't sure we can afford it. What is the best possible options to pass through Tibet and make our way down to Nepal on the lowest budget? Any suggestions are greatly appreciated!

I believe there is no other option. The prices are high so that few foreigners would be able to visit. They don want you there.
