1 cyclist had to return to Dushanbe from Rushon on 17th when the road was closed.
On May 23rd 2 cyclist came back by car from Khorog to Dushanbe. They had 20day trip on Pamirs. As I understand they saw few more cyclist on Pamirs.

As far as I know, the Kyrgyzstan - Tajikistan border (Kyzyl-Art Pass) is closed. You can check it out here.

Although the situation in the future could change, I think is better if you look for other options if you want to travel around central Asia. I'm gonna go to Kyrgyzstan in two weeks and I was planning to go through the Pamir Highway as well. But now I'm considering about crossing the border from Osh to Fergana to avoid the country.

Nevertheless, my advice is that you should go to the nearest Tajikistan embassy that you will have on the trip and ask them about the situation of the country and if is possible to get the permit. It is all good, the are some embassies that can give it to you.
