ATM situation in Dushanbe
Does anyone have an recent information about the atm situation in dushanbe? We are doing a tour of the pamir highway next week (currently we are in uzbekistan) and we have to pay the tour operator in cash (usd). He warned us, that a lot of customers recently had problems getting money out of atm‘s in dushanbe. Maybe someone was in dushanbe recently and can provide some insights

As for actually getting USD from an ATM advertising USD withdrawals, it is certainly a gamble, sometimes there are no dollars left in the machine, sometimes withdrawals are limited to 100~200 dollars per card and day and sometimes you just get rejected for no obvious reason.
I certainly wouldn't want to rely on Tajik ATMs to get more than maybe USD 300 in cash, either bring it in from outside or see if your tour operator also accepts somoni (at whatever rate they deem acceptable) or if you can exchange TJS into USD in Dushanbe.
Every Halyk Bank ATM I have used in Tajikistan offered USD withdrawals besides the default TJS, as for other operators I have seen both machines with and without USD options.DushanbeCity operates a lot of payment terminals across the country and has at least one proper ATM accepting international Visa cards in major towns, see the list and click on the ATM logo or the "Банкоматы" text.
Halyk Bank doesn't have an ATM in Panjakent yet, but are an option in Dushanbe and Khujand as they accept all common cards and are light on commission.

Yesterday we had some problems with ATMs in Dushanbe using Finnish cards. The ATM at the Ministry of Justice worked for us, but not the others nearby that. We raised only local currency though, but there was an option for USD too.

Halyk bank worked best for us. Fridays seemed to be a bad time for getting cash as machines often were empty.
Also note that most ATMs in Dushanbe only take Visa. Halyk bank take both visa and mastercard

only Halyk Bank in Ayni street works with Mastercard. You can get lucky with the other ones that have "visa" written on them
