Turkmenistan independence day

Hello,

We were trying to get some tours for independence day and contacted a lot of tour agencies.
One of the tour agencies told us that the government is not issuing visas for independence day, which left us a bit distrustful of the other tour agencies. Can anyone confirm this?

THanks I already know the process to get the visa. I was just wondering if the Turkmen government is denying visa/LOI during Turkmenistan independence day.
