There are not a whole lot of dedicated bicycle shops in Central Asia. Outside of the main cities, there’s no one. This is horse and camel country (actually Toyota and Lada country if we’re honest). If you are looking for a knowledgeable bike repair service, options are still thin on the ground.
So if you are planning a big trip, do carry some extra weight in the shape of bike tools and spares. You need to know how to repair your own bicycle here. Almost everyone cycling in Central Asia breaks something essential, and it’s usually somewhere in a barren desert halfway to nowhere.

Simple bike repair can be found all over town, for instance near Chorsu Bazaar. They might not be what you need, though.
Dinamo bike shop is absolutely useless. VeloMarket (OSM) is a better option, at least they should have boxes.
Best bike repair man in town is Dmitry, who knows his business well. Call him at +998909565170 (not too much English is spoken) and visit him in his workshop, now near Kadisheva bazaar. The location is across from Kadisheva bazaar’s main entrance behind a bus stop and is on Aviasozlar ko’chasi. It is not easy to find and no one in the area seems to know where it is. I would recommend calling ahead to let them know you are coming.
His partner in crime is Valera: +998 903 745 866. They also have a man in Gazalkent, northeast from Tashkent: call Umid at +998 971 581 982.
Samarkand
Partnering with Dmitry and the gang in Tashkent, Samarkand has 2 bike repair men: Dmitry +998 662 275 883- and Vladimir, +99891 5554134.
Dmitry’s workshop is inside the Dinamo Stadium.
Bukhara
2018 report: I managed to find Yusuf on Sulaymon Murodov Street. If approaching from the south (from the roundabout) there are a couple of bike mechanics on the left hand side of the road after roughly 700 meters (one is quite a prominent white building but they have lots of bicycles outside so can’t really be missed). On arrival I was immediately chaperoned around the back of one building to find Yusuf (also known as the Master) who helped me out. Nice chap, doesn’t speak English though does speak Russian so Google translate was handy.

There is a bicycle shop in Kashgar which deals in Giant bicycles that comes recommended by touring cyclists. It has a great number of bikes and more importantly spare parts. Top of the line rims are in stock, also the whole variety of Shimano parts from Deore to XTR.
